Is there a procedure for determining and reminding old/new owners to remove unused tanks; remove unused satellite dishes; paint white, vertical heat pump conduits to match siding that new owners are responsible for, besides neighbors being put in the awkward position of reporting?

We do not have a process in place for something like this. Due to the size of staff and the number of turnovers each year, it would be hard to police. With respect to the tanks, in most cases the supplier will take them. With respect to the conduit for heat pumps and air conditioners, we inspect after the installation and do not sign off until they are painted.
